Another big Supreme Court term kicks off Monday

(AP) ? When last we saw the chief justice of the United States on the bench, John Roberts was joining with the Supreme Court's liberals in an unlikely lineup that upheld President Barack Obama's health care overhaul.

Progressives applauded Roberts' statesmanship. Conservatives uttered cries of betrayal.

Now, the Supreme Court is embarking on a new term beginning Monday that could be as consequential as the last one, with the prospect for major rulings about affirmative action, gay marriage and voting rights.

Many people on both the left and right expect Roberts to return to the fold and side with the conservative justices in the new term's big cases. If they're right, the spotlight will be back on Justice Anthony Kennedy, whose vote typically is decisive in cases that otherwise split the court's liberals and conservatives.

But Roberts will be watched closely, following his health care vote, for fresh signs that he's becoming less ideologically predictable.

It may be that the dramatic health care decision presages "some shift in his tenure as chief justice," said Steve Shapiro, the American Civil Liberties Union's national legal director. "Or does it give him cover to continue to pursue a conservative agenda?"

The first piece of evidence could be in the court's consideration of the University of Texas' already limited use of race to help fill its incoming freshman classes, which comes before the court Oct. 10. The outcome could further limit or even end the use of racial preferences in college admissions.

Roberts has expressed contempt for the use of race in drawing legislative districts, calling it "a sordid business, this divvying us up by race," and in assigning students to public schools, saying that "the way to stop discrimination on the basis of race is to stop discriminating on the basis of race."

The written arguments submitted by both sides in the Texas case leave little doubt that Kennedy, not Roberts, holds the prized vote. The challengers of the Texas program and the university itself cite Kennedy's prior writings on affirmative action a combined 50 times.

The court also is expected to confront gay marriage in some form. Several cases seek to guarantee federal benefits for legally married same-sex couples. A provision of the 1996 Defense of Marriage Act deprives same-sex couples of a range of federal benefits available to heterosexual couples.

Several federal courts have agreed that the provision of the law is unconstitutional, a situation that practically ensures that the high court will step in.

A separate appeal asks the justices to sustain California's Proposition 8, the amendment to the state constitution that outlawed gay marriage in the nation's largest state. Federal courts in California have struck down the amendment.

Once again, many legal analysts expect Roberts essentially to be against gay marriage. "The outcome clearly turns on how Anthony Kennedy votes," said Georgetown University law professor Michael Seidman.

The justices may not even consider whether to hear the gay marriage issue until November.

Another hot topic with appeals pending before the high court, and more soon to follow, is the future of a cornerstone law of the civil rights movement.

In 2006, Congress overwhelmingly approved, and President George W. Bush signed, legislation extending for 25 more years a critical piece of the Voting Rights Act. It requires states and local governments with a history of racial and ethnic discrimination, mainly in the South, to get advance approval either from the Justice Department or the federal court in Washington before making any changes that affect elections.

The requirement currently applies to the states of Alabama, Alaska, Arizona, Georgia, Louisiana, Mississippi, South Carolina, Texas and Virginia. It also covers certain counties in California, Florida, New York, North Carolina and South Dakota, and some local jurisdictions in Michigan and New Hampshire. Coverage has been triggered by past discrimination not only against blacks, but also against American Indians, Asian-Americans, Alaskan Natives and Hispanics.

The court spoke skeptically about the provision in a 2009 decision, but left it mostly unchanged. Now, however, cases from Alabama, North Carolina, South Carolina and Texas could prompt the court to deal head on with the issue of advance approval. The South Carolina and Texas cases involve voter identification laws; a similar Indiana law was previously upheld by the court.

It is unclear when the justices will decide whether to hear arguments in those cases. Arguments themselves would not take place until next year.

Yet there still is a chance that the court could become enmeshed in election disputes, even before the ballots are counted. Suits in Ohio over early voting and provisional ballots appear the most likely to find their way to the justices before the Nov. 6 election, said Richard Hasen, an election law expert at the University of California at Irvine law school.

Among other important cases already on the court's docket:

? A high-stakes dispute, to be argued first thing Monday, between the business community and human rights advocates over the reach of a 1789 law. The issue is whether businesses can be sued in U.S. courts for human rights violations that take place on foreign soil and have foreign victims.

? A challenge to the use of drug-sniffing dogs in two situations. Florida police used a marijuana-sniffing dog's alert at the door of a private home to obtain a search warrant to look inside the house. The question is whether the dog's sniff itself was a search. A separate case looks at the reliability of animals trained to pick up the scent of illegal drugs.

? A challenge to the detention of a man who police picked up a mile away from an apartment they had a warrant to search. Occupants of a home may be detained during the search for the safety of officers, but this case tests how far that authority extends away from the place to be searched.

? Environmental disputes involving runoff from logging roads in Oregon and water pollution in Los Angeles.

Paul Clement, the Republican lawyer who lost the health care case and could be before the justices on gay marriage and voting rights, said last term punctured the notion that in close cases, the court goes where Kennedy wants.

"We've all been reminded that's not always the case," he said.

The idea that could be tested this term is whether Roberts' concern for the court as an institution that is apart from politics will influence his votes, or at least his reasoning, in the year's biggest cases.

GIRLS' GOLF: Oaks Christian getting used to being in spotlight following victory over La Reina

Lions sweep Tri-Valley League season series against Regents for first time with 208-212 win.

Before they even boarded their school van Thursday, the members of the Oaks Christian girls' golf team were already planning for their moment on stage today when they would be recognized at a school assembly.

It was another indication that a young Lions' lineup is growing more accustomed to being in the spotlight.

Despite having no seniors competing against Tri-Valley League rival La Reina, Oaks Christian managed to sweep the season series against the Regents for the first time in program history, relying on sophomore Brigitte Dunne shooting even par 35 to produce a 208-212 win at Camarillo Springs Golf Course.

"For us to put up a 208 and (212 at Rustic Canyon on Sept. 11) against them in that kind of pressure cooker is incredible," Lions coach Tim Meinert said. "It's been a long journey to get to this point, but I'm really proud of them. It was a ridiculously well-fought match against a really tough opponent."

Before the teams shook hands, Meinert addressed La Reina seniors JoJo Sottile and Carly Stalnaker, who had led the Regents (5-3, 4-2) to three league crowns during their careers as part of La Reina's run of 13 titles in 14 seasons.

It was a classy gesture recognizing how high La Reina had set the bar the past decade and how much the Regents had forced Oaks Christian (10-0, 6-0) to improve in order to position itself to secure the championship outright after finishing in a three-way tie for the title in 2009.

"It's

about our hard work and how it's finally paid off," said Dunne, who overcame back-to-back bogeys to open her round by sinking a 15-foot eagle putt on No. 4.

"We wanted to come out here and have no regrets and work together as a team. To be able to (sweep them) first, it feels awesome.

"As soon as I made that eagle, it was like a fresh start. It definitely gave me that extra push."

Divya Manthena and Sottile both shot 39s to give La Reina a two-stroke lead over Dunne and freshman Jesse Haraden (45) in the first group.

But Christiana Ritchie (40) and Kasia Rudnicki (43) shifted the momentum in Oaks Christian's favor in the second group against Stalnaker (42) and Alex Cerise (46), including a clutch birdie putt from Ritchie on the eighth hole that contributed to the Lions' three-stroke advantage entering the final group.

Although Emme Anderson got up and down on the ninth to finish with a 46 for La Reina, it wasn't enough to close the gap on Lions' freshman Tori Roeske (45) and rally the Regents to another thrilling victory like their 215-217 triumph last season at Camarillo Springs that also came down to the last group.

"As we walked back on the 10th fairway, all of us looked at one another and said we were sorry," Sottile said. "I think we could all go back over our rounds and find four strokes somewhere. We definitely improved since the last time we played them, but so did they."

Leading African Banker Welcomes Church's Commitment To Economic Empowerment

Leading African banker Dr James Mwangi welcomed the Church's commitment to economic empowerment, as the Archbishop of Kenya opened the Anglican Alliance economic empowerment workshop in Nairobi.

Most Revd Eliud Wabukala was joined on the platform at the workshop by Most Rev Albert Chama, Archbishop of Central Africa who described the transformation that the Anglican Alliance provincial conference had brought to development work in the province.

On the first day of the four day workshop, Dr Mwangi set out the potential and pitfalls of micro-finance, and the achievements of Equity Bank of which he is chief executive in providing financial services to poor people.

And Prof Elishiba Kimani of Kenyatta University set out the impact that poverty has on women, with proposals for measures to ensure that women are empowered to find pathways out of poverty.

Archbishop Eliud ssaid that economic empowerment was an important part of the Church's mission, and all the talents and experience had been brought together for the workshop.? Archbishop Albert said that the Church is a partner in transforming people's lives, and that what came out of the workshop must be implemented. And he paid tribute to the Anglican Alliance in bringing together work across the communion.

Dr Mwangi set out the scale of the achievements of Equity Bank in providing services for people who had previously not had bank accounts. A practising Anglican, he also pledged to maintain his support for the Church's work to bring economic empowerrment and extend access to financial services to the wider community.

The workshop is continues to Thursday 13th Septembet to look at strategies for economic empowerment. It includes participants from Asia, Africa and Latin America.

When your eyes tell your hands what to think: You're far less in control of your brain than you think

ScienceDaily (Sep. 28, 2012) ? You've probably never given much thought to the fact that picking up your cup of morning coffee presents your brain with a set of complex decisions. You need to decide how to aim your hand, grasp the handle and raise the cup to your mouth, all without spilling the contents on your lap.

A new Northwestern University study shows that, not only does your brain handle such complex decisions for you, it also hides information from you about how those decisions are made.

"Our study gives a salient example," said Yangqing 'Lucie' Xu, lead author of the study and a doctoral candidate in psychology at Northwestern. "When you pick up an object, your brain automatically decides how to control your muscles based on what your eyes provide about the object's shape. When you pick up a mug by the handle with your right hand, you need to add a clockwise twist to your grip to compensate for the extra weight that you see on the left side of the mug.

"We showed that the use of this visual information is so powerful and automatic that we cannot turn it off. When people see an object weighted in one direction, they actually can't help but 'feel' the weight in that direction, even when they know that we're tricking them," Xu said.

The researchers conducted two experiments. In the first, people were asked to grasp a vertical stick with a weight hanging from its left or right side. People easily reported which side they felt the weight was on, even when they had their eyes closed.

The researchers then used a set of mirrors to occasionally flip the view of the object so that it looked like the weight was on the left, when actually it was on the right. And although people were told to report on which side they felt the weight (with their hands), the visual image strongly influenced the direction that they felt the weight was coming from, especially when the weights were lighter.

In the second experiment, the researchers tried harder to convince people to ignore the visual information by carefully explaining the nature of the "trick."

"People still could not ignore the visual information," said Xu. "In fact, the effect even works on us, and we designed the experiment!"

Steven Franconeri, co-author of the study and associate professor of cognitive psychology at Northwestern, said the brain is constantly making decisions for us that we don't know about or understand.

"These decisions are usually smart and based on vast experience," he said. "In this study's example, your brain is automatically using visual information to tell your hands what they are feeling. We can show that these decisions are happening by manipulating the information your brain receives -- we mirror-reverse the visual information and your brain now tells your hands that they are feeling the reverse of what they are actually feeling. This inference is mandatory -- you feel it even if you know it's not true."

Franconeri said this is not a "bug" in the brain's operation.

"In the vast majority of cases, you want to 'delegate' decisions like this to the unconscious parts of your brain, leaving you free to focus on less straightforward problems, like following driving directions or enjoying your cup of coffee."

Lymph nodes can provide a suitable home for a variety of cells and tissues from other organs, suggesting that a cell-based alternative to whole organ transplantation might one day be feasible, according to researchers at the University of Pittsburgh School of Medicine and its McGowan Institute for Regenerative Medicine. In a report recently published online in Nature Biotechnology, the research team showed for the first time that liver cells, thymus tissue and insulin-producing pancreatic islet cells, in an animal model, can thrive in lymph nodes despite being displaced from their natural sites.

Hepatitis virus infection, alcoholic cirrhosis and other diseases can cause so much damage that liver transplantation is the only way to save the patient, noted senior investigator Eric Lagasse, Pharm. D., Ph.D., associate professor, Department of Pathology, Pitt School of Medicine. Children with DiGeorge syndrome lack functional thymus glands to produce essential immune cells, and diabetes can be cured with a pancreas transplant.

"However, the scarcity of donor organs means many people will not survive the wait for transplantation," said Dr. Lagasse, whose lab is at the McGowan Institute. "Cell therapies are being explored, but introducing cells into tissue already ravaged by disease decreases the likelihood of successful engraftment and restoration of function."

In the study, his team tested the possibility of using lymph nodes, which are abundant throughout the body and have a rich blood supply, as a new home for cells from other organs in what is called an "ectopic" transplant.

They injected healthy liver cells from a genetically-identical donor animal into lymph nodes of mice at various locations. The result was an enlarged, liver-like node that functioned akin to the liver; in fact, a single hepatized lymph node rescued mice that were in danger of dying from a lethal metabolic liver disease. Likewise, thymus tissue transplanted into the lymph node of mice that lacked the organ generated functional immune systems, and pancreatic islet cell transplants restored normal blood sugar control in diabetic animals.

"Our goal is not necessarily to replace the entire liver, for example, but to provide sufficient cell mass to stabilize liver function and sustain the patient's life," Dr. Lagasse said. "That could buy time until a donor organ can be transplanted. Perhaps, in some cases, ectopic cell transplantation in the lymph node might allow the diseased organ to recover."

MDS?s take: Browns rookie quarterback Brandon Weeden has actually looked decent the last two weeks, after a disastrous Week One. But the Ravens? defense will bring far too much heat for Weeden to handle. I look for Haloti Ngata to pound Weeden into the turf a few times on Thursday night.

MDS?s pick: Ravens 27, Browns 6.

Florio?s take:? The Browns are another close loss or two away from imploding completely.? They won?t have to worry about another close loss on Thursday night.

Florio?s pick:? Ravens 31, Browns 13.

Panthers at Falcons

MDS?s take: I still don?t believe the Panthers are as bad as they?ve looked this season, and that by the end of the year they could be fighting for a playoff spot. But Atlanta is the wrong place for the Panthers to try to get back on track.

MDS?s pick: Falcons 23, Panthers 17.

Florio?s take:? The Falcons have beaten the Panthers four straight times, scoring 31 points exactly in each game.? Atlanta could be on track to clinching the division by Thanksgiving.

Patriots at Bills

MDS?s take: This is a fascinating game in the AFC East race, one that could establish the Bills as the favorites to win the division. I?ve been saying all year that the Bills have made the right moves to become playoff contenders this season, but I just think the Patriots, with their backs against the wall, are going to come out focused and ready to play their best game of the season.

MDS?s pick: Patriots 24, Bills 14.

Florio?s take:? The Bills have beaten the Pats only once since the last time the Pats had a losing record.? Buffalo is moving in the right direction, but New England needs this one badly.

Florio?s pick:? Patriots 30, Bills 23.

Vikings at Lions

MDS?s take: Another fascinating divisional game, as the Vikings have a real opportunity here to establish themselves as surprising contenders in the NFC North. However, I see far too many matchup advantages for the Lions? receivers against the Vikings? secondary.? Not just Calvin Johnson (who has a matchup advantage over every defensive back in the league) but also receivers Nate Burleson and Titus Young and tight end Brandon Pettigrew should be able to get open and get points on the board in Detroit.

MDS?s pick: Lions 28, Vikings 24.

Florio?s take:? The Lions have won three straight in the series, but the Vikings are gaining confidence,? The Lions continue to be more flawed than anyone realized.? Receiver Jerome Simpson returns from suspension in time to help the Vikings take advantage of Detroit?s biggest weakness.

Florio?s pick:? Vikings 24, Lions 16.

Titans at Texans

MDS?s take: The Texans are the best team in the AFC South by such a large margin that the question for me isn?t whether they?ll win the division but how quickly they?ll clinch. My guess is some time around Week 11. This win will be another step toward that.

MDS?s pick: Texans 34, Titans 10.

Florio?s take:? Yeah, I picked the Titans to win the division.? And if they upset the Texans on Sunday, the Titans will thrust themselves into the conversation.? And if they upset the Texans, it will mean that I picked this specific game incorrectly.? Despite last weekend?s epic in Nashville, the Titans aren?t nearly as good as I thought they?d be.? The Texans are much better than I thought they?d be.

Florio?s pick:? Texans 24, Titans 13.

Chargers at Chiefs

MDS?s take: The Chiefs looked pretty good against the Saints on Sunday, and the Chargers looked pretty bad against the Falcons on Sunday. But I?m expecting the Chargers to win, in a game that I have a hunch will come down to special teams, where the Chargers will make plays and the Chiefs will make mistakes.

MDS?s pick: Chargers 28, Chiefs 21.

Florio?s take:? One week often changes everything.? Last Sunday, the Chargers went from elite to ?meh? status, and the Chiefs showed they?ve got some fight.? Home team gets the edge in this one, especially if Jamaal Charles saved some yards for Sunday.

Florio?s pick:? Chiefs 24, Chargers 22.

49ers at Jets

MDS?s take: If not for the injury to Jets cornerback Darrelle Revis, I?d be very tempted to pick the 49ers to lose their second straight road game. But that Revis injury is devastating to the Jets not only because it radically changes what they can do on defense, but also because while seeing players and coaches on the Jets talking this week, you could practically feel the entire locker room deflating at the loss of their best player. I think the Jets are going to come out looking very bad on Sunday.

MDS?s pick: 49ers 27, Jets 14.

Florio?s take:? The difference between the 49ers defense and the Jets defense is that the 49ers didn?t put all their eggs in one island.

Florio?s pick:? 49ers 20, Jets 13.

Seahawks at Rams

MDS?s take: The Seahawks don?t have any time to send thank-you notes to the league office for their gift on Monday night, because they?ve got a road trip to St. Louis on a short work week. I like the way Jeff Fisher?s defense is playing, and I think Russell Wilson will feel a lot of pressure, but Seattle?s defensive line will have Sam Bradford under pressure, and the Seahawks will win a low-scoring game.

MDS?s pick: Seahawks 10, Rams 9.

Florio?s take:? Short week, significant travel, improving opponent, and guilty conscience add up to trouble for the Seahawks in St. Louis.

Florio?s pick:? Rams 14, Seahawks 12.

Dolphins at Cardinals

MDS?s take: It?s taken me a while to learn to believe in the Cardinals, but I?m there now. Which probably means they?re going to lose. But I?m picking them anyway.

MDS?s pick: Cardinals 24, Dolphins 7.

Florio?s take:? This has the potential to be one of those early-season ?correction? games.? But how can the Dolphins win if they can?t score any offensive touchdowns against once of the best defenses in the league?

Florio?s pick:? Cardinals 17, Dolphins 6.

Bengals at Jaguars

MDS?s take: I loved the game Bengals offensive coordinator Jay Gruden called on Sunday against the Redskins. Look for Bengals receiver A.J. Green to have another big day against the Jaguars.

MDS?s pick: Bengals 28, Jaguars 24.

Florio?s take:? It would be fitting for the Bengals, a week after finally winning a game they were supposed to lose, to lose a game they?re supposed to win.? But the Bengals are better than the Jaguars on both sides of the ball ? and the Jaguars will have a hard time keeping up with a suddenly dynamic and diverse offense.

Florio?s pick:? Bengals 24, Jaguars 14.

Raiders at Broncos

MDS?s take: It says something about what we?ve come to expect from Peyton Manning that he had 330 yards, two touchdowns and no turnovers on Sunday against a very good Texans defense, and yet everyone is talking about how he?s just not the same. Playing a weak Raiders defense will result in Manning looking a lot better, and the Broncos improving to 2-2.

MDS?s pick: Broncos 35, Raiders 14.

Florio?s take:? Peyton Manning won?t need much arm strength to move the ball against a defense that can?t do much to stop him.? Or anyone.

Florio?s pick:? Broncos 27, Raiders 17.

Saints at Packers

MDS?s take: Raise your hand if you predicted these two teams would be a combined 1-5 heading into this game. I see the Packers? problems as much more correctable than the Saints? problems, and I see Aaron Rodgers having a big day against a shaky Saints defense.

MDS?s pick: Packers 27, Saints 17.

Florio?s take:? The Saints can thank the Seahawks and the replacement officials for what they?re about to endure.

Florio?s pick:? Packers 45, Saints 17.

Redskins at Buccaneers

MDS?s take: The Bucs have a bad offense and a good defense; the Redskins have a good offense and a bad defense. I like Tampa Bay?s defense to keep it close and the Redskins? defense to give up a big play at the wrong time.

MDS?s pick: Buccaneers 14, Redskins 10.

Florio?s take:? That win over the Saints in New Orleans is looking less impressive by the week.? And the Bucs are better than their record would suggest.

Giants at Eagles

MDS?s take: The Eagles need to bounce back in a big way after laying an egg against the Cardinals. I think they?re going to, with Michael Vick finally making it through a game without a turnover.

Florio?s take:? Eagles coach Andy Reid does his best work when his back is against the wall.? And his back is already against the wall.? And he said just enough this week to put his quarterback?s back against the wall, too.

Bears at Cowboys

MDS?s take: As impressive as the Bears? defense has been, I think they?ll struggle with the explosiveness of Cowboys running back DeMarco Murray, who should have a huge game in a Dallas win.

Florio?s take:? If the Cowboys can keep Tony Romo in two or fewer pieces (factoring in the possibility of the partial loss of an ear), the Cowboys should win this one.

I let my children and nephews use my computer, tablet, and smartphone sometimes, but I fear for their lives (the gadgets' lives, that is). What can I do to protect my devices from their little error-prone fingers (and keep the kids away from the darker corners of the web)?

Dear Concerned,
It's great that you're helping these kids become more tech-savvy. At the same time, we know how nerve-wracking and risky it can be to combine young computer users with very expensive electronics. Fear not, conflicted modern parent! Parental controls are easy to set up and there are several ways to disaster-proof your hardware.

Protect Your Devices from "Kidpocalypse"

Computers and iPads are irresistible to kids. Unfortunately, kids tend to like pushing buttons, smearing screens, and dropping things. So the first thing you need to do is protect the hardware itself.

How Can I Kid-Proof My PC and Gadgets?That means encasing your mobile devices in sturdy, shock-absorbing cases such as the M-Edge SuperShell ($35) for the iPad (a bit thick, but I've seen it in action?an iPad actually thrown on the floor bounces right back up). A lot of people also like OtterBox's line of protective cases for smartphones and tablets. Screen protectors may not be as popular as they used to be, but they're definitely a necessity when you're dealing with kids who can scratch up a device before you even notice (not to mention cover it in tiny fingerprints).

Screen protectors and cases are also available for laptops (such as Speck's satin case for the MacBook Pro, $37), and you can also get covers/skins to protect the most abused part of a laptop or desktop: the keyboard. For the most part, though, you're probably better off just cleaning the computer and screen regularly. Hide the keyboard behind your monitor to keep your little one from banging it to death or use a utility like Toddler Keys that locks the keyboard, mouse, optical drive doors, and power button.

The most important precaution you need to take with laptops in particular is making sure the computer is on a stable surface. A kid bouncing on a bed with a laptop teetering on the edge will definitely make your heart race faster.

Of course, the best solution is to give the kid a device of his or her own. You can get a dedicated child-friendly computer like the Classmate PC or simply repurpose an old computer or cheap tablet. Consider it an extended warranty for your own hardware.

Use Built-in Parental or Guest Controls

Childproofing your devices doesn't stop with the hardware. There's a whole lot that kids can do to the system, from infecting it with all sorts of malware to changing your settings and deleting apps. Thankfully, most devices have built-in parental controls and other security options to protect your data.

How Can I Kid-Proof My PC and Gadgets?Windows: Windows 7's Parental Controls can set up time limits, control access to specific games, and block certain programs. You'll find it under Start > Control Panel > User Accounts and Family Safety > Set up parental controls for any user. For online activity reports and website restrictions, Microsoft offers Windows Live Family Safety, though there are several other third-party apps which offer more features?for a price. (See below)

Mac: OS X's parental controls are more robust. Head to System > Parental Controls and for any user you can block apps, set time limits, limit mail and messages to specific contacts, and restrict website access.

How Can I Kid-Proof My PC and Gadgets?iOS: You can adjust a number of app and content restrictions under Settings > General > Restrictions on the iPhone, iPad, or iPod touch. These settings are protected by a four-digit passcode. Some settings you probably want to adjust are the deleting apps and installing apps restrictions and, unless you like surprises in the form of huge bills, in-app purchasing.

New in iOS 6 is a feature called Guided Access, which effectively puts the iPad into "guest user" (or "kid user") mode. Go to Settings > General > Accessibility > Guided Access to turn it on. From there, you set a passcode and launch an app to share?the only one your kid will be able to access (the home button will be disabled until you triple-click it and enter the passcode).

Android: Android doesn't have any built-in parental controls, except the maturity level content filtering for apps downloaded from Google Play. However, some devices do come with their own parental controls or, like the Sony Xperia Android tablet, come with a guest mode for each user to have a separate home screen, apps, and wallpaper. There are also plenty of apps designed to protect kids from inappropriate content. We've highlighted Android Parental Control before, which limits app access.

Kindle: Amazon recently beefed up its Kindle parental controls with Kindle FreeTime controls in the Kindle Fire HD tablets. You can set time limits and restrict apps usage, as well as create multiple profiles for different users. Other Kindle parental controls include restricting access to in-app Amazon Appstore purchases and controls for specific content.

Get Even More Control with Third-Party Apps

How Can I Kid-Proof My PC and Gadgets?If the built-in control options aren't enough, you have more options with third-party apps and tweaks. If your iOS device is jailbroken, for example, you can setup multiple users on a jailbroken iPad, iPhone, or iPod touch with a Cydia tweak. Windows users can use Returnil System Safe (free), which clones your system to create a virtual environment; all the changes made in that virtual system are removed when you restart the PC. Alternatively, you could use a virtual machine app for your young one on any OS.

Besides protecting your PC and gadgets from your kids, you also want to protect your kids online. You can really lock down your data and monitor your kids' activities with dedicated parental control apps. Many antivirus companies offer these, such as Kaspersky Parental Control for Android. For Windows, Mac, and some mobile devices, Find The Best recommends Bsecure Online ($50/year for up to three computers), Net Nanny ($40), and Norton Online Family (free).

Your router might also come with parental controls to limit time of use and which websites can be accessed. If not, OpenDNS's parental controls protect all the devices on your home network and give you great control for managing website access.

Here are some kids' apps that can keep youngsters occupied and out of trouble:

  • Kidzui is a fantastic kid-friendly browser for Windows that limits kids' usage to the child-friendly games and content on its network. ($7.95/month or $39.95/year, but free with some PCs).
  • Gube for iPhone and iPad ($3.99) shows only kid-friendly YouTube videos, similar to Kido'z for Android, Chrome, and Firefox.
  • Kid Mode for Android automatically locks kids into educational games and videos (There's an iOS version too, but it doesn't have the lock feature.)

Finally, the best thing you can do to protect your kids and your devices is supervise their screen time. For your peace of mind, though, take the above precautions into consideration.

Blend of bikinis and Chinese opera stirs debate

BEIJING (AP) ? A stage performance by bikini-clad women wearing headpieces styled after traditional Peking Opera has sparked debate in China after photos were made public this week, highlighting divided views on how to preserve the country's traditions.

Organizers of the Miss Bikini International Committee ? which was responsible for the show staged in April to promote an upcoming bikini competition ? defend the use of Chinese opera elements as a bold artistic attempt.

"We are only adding small elements of the opera to fit the Eastern style, and we are just adding Chinese traditional cultural elements on the stage in order to attract audience," said Li Jinkun, general manager of Beijing Beauty Cultural Development Co. Ltd., which organizes the bikini contests. "Our goal was to let the audience have a fresh and new feeling," Li said Thursday.

Supporters say such experiments should be tolerated in commercial endeavors, but opponents say the sexiness of bikinis insults the traditional art form, which typically appeals to older people.

The debate over the use of opera elements in the bikini show began on China's active social media, but state media soon chimed in with equally split opinions.

"To rejuvenate traditional arts is a serious matter. Any innovation must respect the art in the first place but not distort it or change it beyond recognition," the state-owned China Youth Daily said Wednesday.

But a microblogging site of the online version of the official People's Daily backed the changes, saying that traditional opera also can be sexy, while a commentator on the Weibo site said traditional operas cannot live in a vacuum.

"Bikini-style Peking Opera is an innovation. Whether it will last or not, only time can tell," commentator Wu Hongmin wrote.

U.S. CEO confidence tumbles to 3-year low: Roundtable

(Reuters) - U.S. chief executives' view of the economy deteriorated sharply in the third quarter and is now as bleak as it was in the immediate aftermath of the last recession, according to a survey released by the Business Roundtable on Wednesday.

The group's CEO Economic Outlook Index tumbled to 66 in the third quarter from 89.1 in the second, in the sharpest drop recorded in the survey's decade-long history

Confidence fell to its lowest point since the third quarter of 2009, when the United States had just emerged from its worst recession in 80 years. But the gauge but remained above the 50 mark separating growth from decline.

Thirty-four percent of the 138 U.S. CEOs surveyed expect to cut jobs in the United States over the next six months, up from 20 percent a quarter ago, while 30 percent plan to raise capital spending, down from 43 percent. Fifty-eight percent expect their sales to rise over that time period, down from the previous survey's 75 percent.

The survey comes less than two months ahead of the U.S. presidential election, in which the weak economy and stubbornly high unemployment are shaping up to be key elements in voters' choice between incumbent Democratic President Barack Obama and Republican challenger Mitt Romney. Investors will get a more detailed look at corporate confidence next month when top U.S. companies including Alcoa Inc , JPMorgan Chase & Co and General Electric Co report quarterly results.

"These results reflect global demand flattening out, particularly in Europe and China, but also a number of domestic policy issues that could have an immediate negative impact on the economy," said James McNerney, CEO of Boeing Co , who also serves as chairman of the Roundtable. "The so-called fiscal cliff and the uncertainty attendant to it certainly is cold water on long-term planning."

The fiscal cliff is a reference to some $500 billion in expiring tax cuts and reductions in federal spending set to occur if lawmakers fail to reach an accord on cutting the nation's budget deficit by December 31.

The survey of CEOs, whose companies generate $7.3 trillion in annual revenue and employ some 16 million people, was conducted from August 30 through September 14.

Pozole Rojo ? One of the many great soups of ... - Ryan Bartley Food

Whilst in Mexico a few years back I was fortunate enough to try many Mexican soups, with the most memorable being?pozole rojo, which, like most great Mexican food, is born from the home, with chilli and corn playing a great part.

This soup certainly packs a punch, with smoky, sweet and hot chilli adding real depth to the corn-based favour of pozole.

Pozole rojo?can be made with chicken, turkey or beef, but this version uses pork, in an attempt to bring back my memories of that wonderful trip to Mexico, served up with a variety of vegetable accompaniments, and a large glass of michelada, the spicy beer and lime cocktail so popular in Mexico.

INGREDIENTS

Pozole Rojo

  • 7 Dried guajillo chillis
  • 2 Dried casabel chillis (or use ancho)
  • 2 Dried red chillis (optional)
  • 1.5ltr Water
  • 500g Pork shoulder, chopped into bite-sized pieces
  • 100g flour
  • Vegetable oil
  • 10tbsp Salt
  • 4 Cloves garlic, sliced
  • 500g Canned hominy, drained
  • 2 Bay leaves
  • 1tbsp Ground cumin
  • 2 Heaped tbsp Mexican oregano (or use plain oregano)
  • 1 tbsp pepper

Garnish

  • Spring onions, sliced
  • Fresh coriander, chopped
  • Radishes, sliced
  • Avocado, sliced
  • Green chilli, sliced
  • Tomatoes, sliced
  • Limes, cut in half
  • Cabbage, sliced & boiled
  • Large tortilla, fried & cut into wedges

Michelada

  • Salt
  • Cayenne pepper (optional)
  • 4 Ice cubes
  • 1 lime & it?s juice
  • 1tsp Soy sauce
  • 1tsp Worcestershire sauce
  • 1tsp Hot sauce
  • 1tsp Tomato puree
  • 1 bottle light beer, such as Sol

METHOD

Pozole Rojo

  1. Remove the stems and seeds from the chills, dry fry them on a medium-high heat for 5-10 minutes and add to a pan of boiling water, immediately removing from heat. ?Leave the chillis to soak for at least 20 minutes.
  2. Coat the diced pork with seasoned flour, and fry in a tablespoon of vegetable oil until browned all over. ?Depending on the size of your pan it may be best to do this in batches. ?When browned, tip the pork pieces into a large pan and fill with 1ltr boiling water.
  3. In the pan used for frying the pork, gently fry 2 sliced cloves of garlic until lightly browned, and add to the pan of water and pork.
  4. Add the hominy, bay leaves, ground cumin, Mexican oregano and 7 tbsp salt to the water, pork and garlic, bring to the boil and simmer for 15 minutes.
  5. Blend the chillis, chilli liquid, 2 cloves of garlic and a tablespoon salt together to form a puree, and pass through a sieve to the pan of pork and water.
  6. Bring the soup to a boil and gently simmer for 3 hours, covered, skimming off the scum that arises ever 30 minutes.
  7. Prepare the garnishes while the soup simmers.
  8. To serve, add a ladle of hominy and pork to individual bowls, toping with enough liquid to cover the meat and corn. ?Add the prepared vegetables to another large bowl, allowing each diner to choose their own garnishes.
  9. Enjoy with a large glass of michelada

Michelada

  1. Rub a lime wedge over the rim of a glass and dip into salt (and the optional cayenne pepper)
  2. Mix the soy sauce, worcestershire sauce, hot sauce, lime juice and tomato puree in the glass, adding a lime wedge.
  3. Add 4 ice cubes to the glass and pour in the beer.
  4. Drink.

Adobe has announced Adobe Photoshop Elements 11 and Adobe Premiere Elements 11, newly designed versions of its consumer photo- and video-editing software.

Photoshop Elements 11 offers a solution for editing, organizing and sharing photo creations, while Premiere Elements 11 lets you create home movies. Available as stand-alone products, they can also be purchased together. Both solutions are available for Mac OS X and Windows.

Avoid repeating mistakes you made in the meltdown

CHICAGO -- It's rear-view mirror philosophizing time. As we head into the autumn of this contentious election year, it's a great time to reflect upon what worked and what didn't in the wake of some of the most tumultuous upheavals in American economic history.

You could easily blame Wall Street for the 2008 meltdown, but it's also clear that American families weren't prepared and made mistakes too. A new study from the Consumer Federation of America found that 67 percent of middle class Americans think they made at least one "really bad financial decision," and 47 percent said they had made more than one. The cost? The median was $5,000, but the average cost was $23,000.

Further, the study, entitled "The Financial Status and Decision-making of the American Middle Class," also found that outside of retirement funds and checking/savings accounts, families had few other financial assets. Only 15 percent surveyed held stocks and from 13 to 14 percent held either savings bonds or certificates of deposits.

How could you avoid the same fate? Here are some key ways to avoid the same financial blunders:

1. Failing to gauge portfolio risk

I don't know about you, but I wasn't surprised when the market tanked as much as it did in 2008-2009. I thought it would be worse. Yet I sure was blindsided as to how much it nailed my retirement portfolio, which fell about 40 percent. After all, I was diversified. Wasn't that supposed to be a form of protection?

I didn't know that commodities, stocks and real estate investment trusts would decline in lockstep. They usually don't, but they were highly correlated during the global downturn. There was an easy way to avoid this kind of hit: Add more bonds, which I did. They now comprise more than half of our portfolio.

2. Getting swamped by debt-to-income ratios

Of course, you've heard tales of homebuyers who got mortgages they shouldn't have qualified for just because they had a pulse in the pre-2007 bubble years. The enduring truth is that too much debt can always be toxic.

What's a dangerous level? It's pretty simple: If your short-term debt exceeds your ability to pay it off every month, it's too much. Whenever you get beyond 40 percent of debt-to-income, you're getting into deep trouble. Most middle-class families carried 20 cents in debt payments to every $1 they earned in 2010, the Consumer Federation found. That's not unreasonable, but this is an average discerned by looking at Federal Reserve data; millions of households are in trouble because they owe more than what their homes are worth, which was not explored in this study.

A worthy goal for reining in short-term debt is simply to pay off bills each month -- but that means keeping spending within your income range and saving up for big ticket items. Also, watch your credit rating and try to improve it to obtain the lowest-possible financing rates.

3. Not having a big enough safety net

The typical American middle-class family has about $27,000 in financial assets (excluding pensions), the Consumer Federation found. Is that enough to cover emergencies, long unemployment stretches or unreimbursed medical bills? Probably not.

The rule of thumb is to hold six months' worth of salary in emergency cash in money-market or savings accounts. It's a good place to start, but more of a cushion is needed because of bad financial decisions. And even more for those facing long-term unemployment. How do you stash away more when times are tough? There's no magic answer other than making it a top priority and making some hard decisions about spending.

4. Not carrying enough insurance

There's a basic trade-off with all insurance policies: The more you're willing to pay on a claim out of pocket, the lower the premium. For example, if you get a catastrophic health plan with a high deductible, your monthly premium will be lower.

To figure out what you can afford, look at your monthly cash flow. If you need to reduce insurance premiums, you will need to boost savings to cover the deductibles. You can also save money on auto insurance by dropping coverage for comprehensive coverage if the car is old.

5. Failing to invest

Saving is putting money in a protected place for rainy days. Investing is putting money at risk in exchange for long-term returns. You need to do both to survive the ravages of inflation and financial events beyond your control. Surprisingly, only 21 percent of those middle-class Americans surveyed by the Consumer Federation said they would invest in stocks, bonds and mutual funds - even if they had $1 million to invest.

While I certainly don't admonish anyone for steering clear of market risk after 2008, you can find some balance through the "bucket" method of risk management. Your "safe" yellow bucket should hold money you need in the next few years for emergencies, college, out-of-pocket medical expenses or taxes. A "red" bucket is for money you can risk over decades for retirement and future goals. You adjust the amount of money for each bucket according to your needs, time of life and risk tolerance.

Perhaps the greatest blunder that everyone is guilty of is inaction. We wait for the market to become overheated instead of taking advantage of dips to get better prices. We don't sell our losers and move on. We think we can time the bottom of the real estate and stock markets.

I know I waited too long to add bonds to my portfolio and reduce my stock and commodity market exposure, although it's since bounced back. One essential truth remains: In a society that thrives on spending and consumption, increased saving can help avert financial disaster in the future.?
